Default Vtec cel

Ok I did a full rebuild on my 96 civic ex today I went to start it and it threw a code for p1259 I know it's a vtec malfunction but what's the best way to fix it and also the timing marks were way down towards the firewall and they won't come up to the right spot did I possible start it on #4 instead of #1?

If all your wiring is correct check and clean the vtec solenoid screen.

Could a bad rocker arm cause the vtec code or a vacuum leak?
