Default Rack and Pinion Boot - Hose/Line from it

91 Honda Accord Lx Auto

There is a hose/line that comes off one of the passenger side rack and pinion boot. It looks like a vacuum line.

What does it do? What is it for?

When turning left or right one bellow will compress as the tierod is pulled in via the rack and the other bellow will extend as the other tierod is pushed out. The tube is to balance air pressure between the bellows to prevent ballooning of the compressed bellows and a vacuum in the extended bellows. Without this bar a vent would be needed on each bellows, the tube allows air to ventilate from left to right while keeping the system closed.
