b18b1 block. legit?

Been looking for a 97 and up b18b1 longblock for a while now and found one, but not sure if its okay to buy because I dont want to be stuck with a hot motor and I plan on barring this thing since california is strict.
guy gave me his vin # and this came up...

It says it wasnt reported for theft, but it did get reported for theft for being stripped so it now holds a salvage title. Is this no good?

In 04 it was stolen and recovered but stripped, the buyer got it as a salvage, rebuilt and reregistered it and in 06 got into an accident and is again a salvage, [maybe salvage only, not sure how it works in the USA] but the VIN is for the car, there is no way to know if the engine is out of that car.
