Solid CEL After Swap
Hey guys, got a 1990 Civic Dx with a 1994 b18b1 in it. Car runs, and idles fine no issues so far... But i have a Solid CEL before crakning and while motor is running. Obviosuly tried to "pull" the code with a paper clip at the connector but still remains solid. Tried Multiple Known good ECUs and still have same problem.

This would be a power or ground issue, but yours is odd in that your engine actually runs.
Usually, the solid cell is accompanied by an engine that wont even start.

Re-reading.
You get a CEL even before you try to start the engine.
You put a paperclip in the connector (with the key turned to ON I assume), the solid CEL remains, and no codes blink.
Some OBD1 jumper harnesses suck and maybe that's why you aren't getting codes to blink.
Try grounding OBD1 ECU pin D4 (brn wire at B20 on your OBD0) to ground manually.

Is this car OBD0 or OBD1? I have found that the solid cel is usally one of two things: 1) The ground at the thermostat housing is not tightened, connected or otherwise making contact or 2) The ECU is actually bad and it's trying to tell you there is something wrong with it.
