Default Civic ef gas tank problems

this is a 91 civic 4 door EX.
Recently swapped in a b18a1 obd1 converted.
Fuel pump primes but not getting any fuel
Car starts with starting fluid but still no fuel. SO our spark is good

We tried filling up 3-4 gallons of gas on the filler neck all the gas just came out of the filler neck. Like literally a lot of gas. Like there a lot of pressure in side the tank.

Tried disconnecting the fuel line from the fuel rail, return line, and the breather line.
Gas still comes out have to fill it up little by little till all the gas goes down slowly.
The last owner paid there neighbor to replace the gas tank not sure if they mixed up the line.
But anyways would too much pressure make the pump not suck fuel going to the rail?

any help appreciated

Why was the tank replaced? Maybe the pickup or screen didnt get put back right? If the pump works and the engine runs with primer fuel than something between the pump and injectors. Did you pressure test the lines going to the injectors?

Test the pressure at the fuel filter. The gas tank shouldn't be making it's own pressure and forcing things out. You are depressing the flap when you are filling up the tank right? This has to be a problem between tank and injectors. The pump, filter, some line, or something along those lines.
