I bought a 90 accord lx a few years back and it already had the oem fogs installed. But I was trying to adjust the angle of them and I seem to be doing nothing. One light looks like it is aimed as high as it can go and the other looks the exact opposite. I cannot get these to move. I assumed that ccw lowers the aim and cw raises it. Does Anyone know for sure?

Maybe new fog lamps are in order? don't really want to spend the money but I think one of them blinds oncoming traffic.
