Ran through the Honda Service manual for my 99 civic EX as closely as possible. Cruise worked before my GSR swap. Now, with the main switch on and the set button pressed, the light on the gauge cluster comes on as it should, but the cruise control does not control speed. Vacuum is hooked up and operating by teeing into the fuel pressure regulator. Took the actuator out and ran through all the Honda Service manual tests for the cruise control. Everything passes with flying colors. Did all the tests in the 14 pin connection near the in-cab fuse box. The only test I've yet to do is check the VSS voltage check on the 14 pin cruise control connection (previously mentioned), because I don't have a jack at the moment to get the front end up in the air and spin the wheels.

Any suggestions?

 

Did you see if the rubber stoppers fell out at the clutch and brake switch (blue And red)
