Default Idle issue

I have cleaned my IACV and checked all lines, adjusted idle screw with IACV unplugged then disconnected the battery to reset the ECU and reconnected and STILL can't get it to go below 15K on the rpm's. Am I missing something or is the IACV bad?

Throttle cable too tight. Clean the spring on the throttle body

HA, yes a typo and it does the usual up and down when the fans kick on. I will check the cable though.

UPDATE 9/5/13. Replaced IAC valve and it's working fine now!
