Default Speedometer Problems

Soooo... My speedometer doesn't work. It stays at 20 no matter how fast i go.
I unplugged the VSS to see if it was that, thinking the speedometer would drop to 0 but it didn't it stayed at 20. so i drove around and the idle lowered. it was fine before which makes me think its probably the gauge cluster but im not sure. any helpppp?

worth trying another one if that's the case seeing as you unplugged the vss and it remained at 20

well my idle is fine with it in. when i unplugged it the idle droped down and was moving around. and if i unplugged it shouldnt it drop down to zero since it wouldnt be reading it. seems like it might be the gauge cluster

it may very well just be the gauge it's self but it's easier to find a whole cluster.
