Default 91 sedan cutting out/misfire

Just looking for some advice on this car. D15 dual point ef sedan I just picked up, entirely stock. Fist Honda so I'm still learning about them, I've picked up a little bit working on my girlfriends Del sol Si with her, but I'm really a Toyota person.

Car runs and drives nice and smooth until you get higher up in the RPM range. No tach, but it seems to be in the 3500 to 4000 range and it hits rev limiter/fuel cut. Stay under that it drives just fine.

Currently the car is throwing code 7 (tps) and 16 (injector) (that's as long as I'm reading the codes right, no long blinks just 7 short blinks, pause, 16 short blinks, pause, 7 short blinks and just repeats)

I read under the Faq section in one of the ODD-0 threads where the TPS should read .5v at idle and 4.5v at WOT. I plan on bringing my fluke home from work tomorrow and some info from AllData to diagnose that. I'm assuming if it's off re-adjust and if that doesn't fix it replace.
Main question is I know the TPS controls/influences injector PW, but could it cause fuel cut way early if it was that faulty or out of adjustment?

As far as code 16 I read the EFI main relay could be a problem, but the car starts nearly everytime. I can just blip the starter really quick and then the next time it will crank over.

I did end up pulling the spark plugs when I got home and they checked out fine. Not fouled out or anything.

Just looking for some advice or ideas. Any help is greatly appreciated.

if the tps thinks its open all the way maybe but, from what i understand it should hit the fuel cut regardless of the tps being all the way open. is it an HF might have early cut...

Yea, I mean it will hit fuel cut eventually but I would think it would be closer to red line. This is happening at around 3500. Maybe the combination of code 7 and 16 together is causing the ECU to do it.

HF is the "highway friendly" or something right? Suppose to have better fuel mileage. I thought only the CRX only came as the HF model?

If not how can I identify it as an HF model?
