Default ej1 mini me swap emissions

Hey ht so here is the deal. I have a ej1 with a d15b7 z6 mini me swap. Now its time for emisions testing here in the portland oregon area. Took it the first time and it failed horribly. Replaced plugs wires cap rotor cleaned air filter and even had the cat replaced. The car still failed today when I went back. It faild for hc at 446 when it needs to be 220. It also failed for co at 1.0552 when it needs to be at 1. The car has a chipped ecu for the mini me swap and I was told it has a basemap tune for a d15b. Any ideas what is still causing me to fail and and ideas how to "cheat" emissions testing?

Damn...they still do emissions test up there? Do you by chance have a high-flow catalytic converter?

I dont think it is a high flow would that make a difference? And yes unfortunately the still do emissions testing

Questions:

Last tune up (plugs, wires, cap, rotor)?
Check ignition timing?
Confirmed correct can timing?
Did you go to the test with a "cold" engine or did you heat things up first by driving "spirited"?
Can you borrow someone's p28 or a stock ecu as who knows what your "chip" has programmed?
Your cat also could be not as efficient as well, do you have access to a laser thermometer?

I just did a full tune up about 2weeks ago after it failed the first time. I have not checked timing since I do not have a light or know how. Might have a laser thermomiter and I will tey and locater a stock p28 but dont know of anyone right off the top of my head that can let me borrow one.

Id verify whether the cat is high flow or standard. It will make a difference.

Also would try and borrow a virgin p28 or even a p06 just for the testing.

Ok so update. I was talking to a local good ol boy at a shop my work uses. He recomended I try retarding my timing all thr way and use regular gas not premium which I have been using. So I filled up with the cheap stuff and drove to emissions testing. I sropped about a block f rom there and retarded the timing all the way. Forst I marked where it was before with a marker and it made a huge difference. Hy hc went from a 430ish down to 250 and my co went down to .3somethibg which is a pass on the co. Any ideas how to brieng down the hc just a little more since it needs to be at 220 or less? Im almost there guys I have hope in my civic again.
