I just recently swapped over the dash and harness from a 00' parts car onto my 98 Civic. The harness plugs up to the fuse box fine, but now my a/c control lights, hazard switch and cruise control switch illumination so longer work. However the gauge cluster lights up fine. The a/c controls work fine and the green and orange light on it lights up to indicate a/c on and recirculate. I was wondering if there is a pin-out difference in the plugs somewhere that would cause this to happen?

I'm pretty sure this^ is true. The service manual should help you verify.
