Erm? Is your cat a TRUE high flow cat or is it one of the ones pictured here that they only say is a high flow cat?

What were HC readings? Were they low?

High NOx also can be caused by the engine running lean or hot.

the HC were 58.3 allowed is 97
CO 0% allowed 0.54%
CO2 28.5

and yes I have been reading and know its a lean or hot condition was looking for some tips on how to fix it with the modifications I have on my car

Well, is the engine running hot? If not, start by checking the ignition timing and replacing the fuel filter.

Are you importing the car into ohio?
Otherwise we don't have emissions testing here... not that it solves your problem, I'm just confused as to why you'd need to do this in OH.
