Default Flapper valve for secondary runners

Guys......give me some advise on a way to figure out if my flapper valve is =
working. I have boosted 4th gen Vtec, and have reason to believe that my =
FV is not working. I see no movement of the diaphram while reving the =
engine .Does the car have to be in motion for this to operate? Also when =
vacum is applied to the diaphram does it pull the butterflys open, or =
are they normally open and the diaphram pulls the valve closed? If the =
diaphram pulls the valve closed there should be vac in the diaphram line =
at idle up to 4900 rpm. Am I correct? There is no vac in my line =
(between the diaphram and solenoid) at idle.

Please shed some light on this for me.

they are normally open, the IAB control closes them....so to check you can look at the valvehen your car when it's off they will be open, when you turn out the car it will close them.
