99 civic ex - constant brake noise when braking unless....
Constant noise when braking, (like a cook cook sound, like its chugging the car to a stop, like brake pads arent making even contact) and sometimes while driving a slight chirping WHILE driving not braking. ? When i tap the brakes the chirp goes away. This is where it gets odd if you assume "they're warped rotors!"...... When i use brake cleaner ALL NOISE when braking and chirping goes away... but as soon as ANYTHING is kicked up on my rotors from the road or i wash my car.. (which i do alot) this annoying noise comes back full force. Brake clean... its gone again. I'm tired of going through brake cleaner... ***** expensive.. I do have custom rims that are open but when looking there the brakes look clean. (plus theyre new) By the way this is a NEW set of rotors and pads. Metallic pads , i didnt get ghetto auto zone pads that leave black brake dust all over. This is also the 3rd set of pads and 2nd set of rotors ive bought.... Brakes work perfectly but annoying *** noise keeps coming back. Yes the brakes are bled. Anyone else have this problem? is there a permanent fix?
Did you bed the new pads after you installed them?

Warped rotors may be the cause, are you 100% sure they're flat? Are the pads seated correctly?
Also check for any debris around the caliper that could be getting caught, I know you said you wash your car a lot but, it's still worth a check.

Did you install the pad with the wear indicator on the inside or outside?
That can make noise if done wrong.

Wheel bearings are good. Pads are not installed incorrectly. New rotors and i dont get much brake dust with the semi metallic pads as i did with the auto zone 20$ pads. That **** left black dust galore everywhere. Like i said each time the brakes are sprayed down with brake cleaner the noises all go away. Brakes work perfectly. Give it a week and the noise comes back... but yes it does seem like the pads not contacting the rotors evenly by the slight chugging action while braking (when the noise is present only) but when theyre brake cleaned, the chugging to a stop isnt there..... makes no sense....

Do you know whether the brake noise comes from the front disc brakes versus the rear drum brakes, or both?

Yes daddy. haha. Hey i figured it out ! I noticed a slight scratching at the upper part of the rotor so i took the brake pad out and sure enough theres a piece of tar stuck to the brake pad which was causing uneven brake pad action on the front left rotor... the scratching into the rotor gave it away.
