Can anyone explain why the jdm boys did it this way? sooo sloppy.

quick removal of the casting edges.

No detriment to the engine's performance and no need to do it any "cleaner" then this.

sorry for the dumb question, where exactly IS that?
Why should it matter what it looks like there? IMO it would be a waste of Honda's moneyto make it look pretty there.
