Default Dust Shields on Brakes?

My dust shields on my 1990 hatch are totally eaten away by rust, and when I just did a brake job I noticed the old rotors were grooved on the inside that, not on the braking surface but inside where the studs come through because the shield worked loose. They are now rubbing with my new rotors, and tomorrow I was just going to completely cut off the backing plates with a cutoff wheel to eliminate this problem. Will I have any problems from the rotor being exposed or will I be ok without backing plates. Anyone else have an opinon? Thanks in advance.

They block the brake dust from going everywhere and getting caked on. I don't have them because they rubbed the rotor a little. No issues yet.
