Default D15 Exhaust Header question

I purchased this project dx 95 sedan to be one of my DD. It has a d15b7 with i thin an ebay header, but when i looked under side the header does not meet the OEM exhaust system so they put a POS flex pipe to breach the gap. My question is why doesn't it reach? Is there something I am missing? I plan to swap at some point but for now its loud and I smell fumes in the car from the leak that it obviously has. Thanks in advance.

I just read up on it and it seems they removed my cat as you stated......they did a hack job with a flex pipe and not a test pipe.
