93 civic d16 automatic can't read codes high idle and won't rev over 3500
I can't get the codes to flash by jumping the plug on the passenger side near the ecu.
I have a high idle and the car acts like it is hitting the rev limiter at 3500.
any help would be appreciated

I just purchased it. It was doing that from the beginning. I couldn't drive it because of the brakes being too bad to trust.
I did find a thread that showed me how to get the codes.
It has 4, 17, and 41
Does the 4 code and my symptoms mean I need to replace the dizzy?
