So I think I have narrowed it down, 94 civic coupe in bay fuse box the 20'amp fuse ac condenser blows when all components plugged in, It does not blow when the condenser fan relay is unplugged. I have tested several components this way, and the result is only when I have the condenser fan relay plugged I does it pop, tested relay good, also had swapped with known working ac system still popped. So what should I do now? Replace fan?

 

Unplug 2 pin connector of condenser fan. plug-in all other components. Turn switch to on II.Turn a/c on. If the fuse doesnt blow, first check for shorts on the wire from the relay to the fan. If all wires are good, replace fan.

 

Tested fan, direct power spins no problem. With everything plugged in except the pressure And it does not pop. One thing I have noticed is that when the system does click on with everything plugged in the a/c unit makes a dry barring squel then pops the 20 amp condenser fuse.

 

Something is overdrawing it. That means Short or a bad component that pulls too much.

Figure out where the squeal is coming from.

 

Only occurs when ac clutch is engaged, stops once the fuse is popped

 

Does the clutch engage when the fan relay is out?Does it make the squeal?
The compressor and fan are both taking power from that 20A fuse.Check the compressor clutch also.
