Default 96 Civic b16a swap idle issues

As the title says, got some idling issues. On a cold start when warming up, the car idles low, say around 500 rpms or maybe as low as 200 rpms (guessing but its low).

Iacv is not plugged in but when it is plugged in, the it idles at 1000 on warm up, and after its warmed up, it idles at 1500 at a stand still. When the car is moving and in neutral, it will idle high at somewhere near 2000 rpms.

Tested for vacuum leaks, cleaned the iacv, adjusted the thermo valve, checked spark plugs, nothing. At the moment I am suspecting the dizzy but i just replaced all the changeable internals.

I am stumped

when you adjust your idle did you put the jump wire on the ecu so that it won't try and correct itself as your adjusting the idle?

So today being my day off, i went to research on how to correctly adjust my idle and went to the same page I saw the information on and it only said to jump the service connector, and that was to check timing. What wire do I jump on the ecu?

You don't jump a wire on your ECU, you jump the service connector. Small 2 pin connector down near your ECU, won't be plugged into anything. It should have either a green tip, or a brown tip.

My bad, yeah down behind the kick panel on the passenger side is the service connector. Just get a wire and plug it in to bridge the two pins.

I am a little fuzzy sometimes so I get my thoughts crossed. Haven't seen my car in 7 months or my garage.
