Default What is the Spline Around the Mainshaft? Should it Spin?

I recently got a low mileage (~80k) auto tranny from a junkyard for a 5th gen Accord (automatic) and I have it on the workbench right now. I'm trying to make sure everything looks alright before I install next week.

I can turn the mainshaft by hand, but there is another outer spline around the mainshaft which I cannot turn by hand. What is the purpose of this outer shaft and should it spin freely?

If i had to guess, I would say it's responsible for fixing the stator in the torque convertor, in which case I imagine it should be fixed, but I'm looking for confirmation from someone with experience.

Any advice on other things to check or simple items to replace would be appreciated. I already checked the plug, which had a bit of metallic sludge (typical in my experience), but nothing too nasty.

Thanks in advance!

It is the stator and does not spin.

Thanks synchrotech! If this one dies, I'll be sure to give you a call.
