Default Codes 14 + 21 after jdm swap

Hi guys. I recently did a swap in my 94 sol. I went outside to start my car so i could check why my CEL light was on since I didn't have time to yesterday. For some odd reason my car doesn't even try to start. I figured it would be something wrong with the battery(Two weeks old) but all of my electronics work. Windows, radio, etc. It's almost as if it doesn't recognize that the clutch is pushed in? Also i've been having problems with my alarm ever since the swap. Maybe the alarm thinks that the car is still armed, not allowing it to crank over?

EDIT: Fixed my alarm by going bananas on it. Fixed the whole not starting problem. Now i checked my CEL codes and got Code 14 and 21 which is the IAC valve and the VTEC solenoid valve. Any idea on what the next step would be for me. Trying to get it running like a top before i move onto other parts.
