Default 93 civic DX starting issue.

Ok so I've been literally been searching for more than 5 hours and have not found a solution. The issue was I was driving on the highway today for work and the car completely died.I pulled over had no Fuel pressure so I figure it was either the pump or the relay. Bought a new relay still doesn't start. Tried another ECU, checked all fuses. Now the one thing I am noticing is that everything turns on dash light wise but my VAFC that is connected to my ECU will not turn on. I jumped the main relay harness and got the VAFC to turn on with the ECU plugged in, but still no pump priming.I swapped back to my old pump to see if the pump is bad. Still nothing. I am out of ideas and it is my commuter car so I need to get it running ASAP. Any help is VERY appreciated. The motor cranks but no fuel.

When you turn the key from off to ON(II), does the CEL turn on and then off after 2 seconds?

Any CEL codes?

Is the G101 ground on the thermostat housing clean and tight?

Have you voltage tested both fuse 24 and 31?

In addition to the pump failing to prime, is spark also absent at the plugs?

The fuse 24 was blown. Got the pump to prime but still no pressure to the fuel rail.No CEL codes all grounds are good I re-tightened g101.
