Default d16y7 timing belt replacement

d16y7 1996 del sol

Ok so I need to verify some things before I button everything back up

when I took off the crank pully the timing mark on the crank is exactly lined up with the arrow on the block

the cams Up arrow is facing exactly down with both marks on the sides (still sits like this nothing has been moved)

my question is can I rotate my cam gear counter clockwise until I get to tdc 1 (of little bit of looseness in all the rockers)

as for the crank how do I know when its at tdc for #1 if its mark is exactly lined up would that be tdc4 its currently set at?

sorry if I wrote some confusion but I am confused by this
