I have a 1994 honda prelude with a f22 it only revs and drives at 3500rpms and there is no check engine light on

 

Have you checked anything other than the cel light so far?

Does the cel light come on when you turn the key to the on position but dont start the car?

 

i had a similar problem with my h23. i took my tps off and had the spring come bouncing out and little black pieces drop out of it. got a new one and adjusted right and ran great. my cel never came on either. not saying thats your problem but it could be a possibility.
