95 acccord lx non tec icv code 14 troubles
can anyone help me with a my 95 accord lx it is kicking my butt. i have a code 14 icv. so i replaced it, no luck check engine light still on. so i check the voltage to yellow and black wire which is 12 volts. the black and blue wire has 10 volts which the book said goes to the ecm and controls the ground side of the valve. i have tried a different ecm, a different main relay no difference. I have cleaned all the gounds. i have adjusted ficv, i have replaced the intake gasket and capped off all the vaccum lines to make sure i dont have a leak. if you put 12 volts and ground to the icv it will move the valve and holds it to the right. if you remove the valve from the intake with the connector on it when you turn the key on, the valve moves but only slightly and then comes back. so the book said the the black and blue wire goes to the ecm but i can only trace it to the drivers side wiring. it must go to another relay. this is were i need help does anyone know were the black and blue wire goes. also the car runs smooth and idles perfect. high idles works great. every time i reset the ecm it takes about 3 seconds before the engine light comes back on.
The blue black wire goes directly to Pin A9 on the ECU. There is no other relay involved with this circuit.

OK i put a new wire from the ecm to the ICV replacing the black and blue wire. still the same results. the ecm has 12 volts coming out of A9 but by the time it goes to the icv it is at 10.5 volts. this makes me think the ecm is not getting a very good ground. i have cleaned the ecm gounds on the drivers side of the intake manifold and put a extra ground wire on it. the ground is good with a ohm meter put i guess it could be damaged under the intake.
My guess is that you're reading the check engine code incorrectly. If it is really setting this code either your car would not be idling correctly.
To confirm, remove the iacv connector and start the car and see if it sets another code other than the one you're seeing.
