Default Low rpm hesitation

About 50% of the time I start my car it has a hesitstion when you step on the gas. It has the check engine light on with code 9 "cylinder position sensor."

stuff that has made no difference:

New wires
New plugs
New cap and rotor
2 different new distributors
different ecu

I took it to a mechanic and he drove it when it was acting up and he said it feels like the timing belt is 1 tooth off. If that were the case, would it be random like it is?

If the car is throwing a code for "cylinder position sensor" and you've tried two new distributors, and an ecu it's obvious that you have a wiring problem.

I suppose you could be reading the code wrong.

I dont think I am. 9 short flashes. Im really dreading hacking up the wiring harness and want to rule everything else out first, but looks lile im to that point. Only thing I can think of is the sheilding isnt groounded. Where is the shielding grounded from the factory?
