Default Best upgrade for the price?

I have a D16Y7 in my 97 civic lx. Was wondering what would be the best upgrade for it? I don't really want to go to v-tech because everything I have found says that it is hard to switch over. I have a dc sport header on it and a flow master muffler with 2" pipe after the resonator. I am also planning on putting on a high flow cat on and going with 2" pipe the rest of the way. I am open to all suggestions.

Swap or turbo. Bolt on's wont do much without tuning, even with tuning it won't be much.

A full engine swap? Or just the top end? Also what would be a good easy swap?
