Hey my car is throwing code 15.
94 civic DX
B18a1/b16 sir head

Car ran fine wouldn't start some times I had to wack the MR other times I just sat and smoked a cig.

Was spinning 1st and went to second and the car turned off, hasn't started since

Fuel pump won't prime.

I've tried a known working ecu (still has solid cel and no start but didn't pull the codes) , main relay and dizzy.
Fuel pump runs when I jump the main relay wires.

I'm stumped... Help please AND YES I SEARCHED

I feel so dumb, I forgot to add
Is it the ignition switch? I'd hate to spend 300$ on a brand new one(I prefer buying new parts over used) and still have the problem
