Default Small power gain for a reasonable price?

I'm looking to gain a little more power out of my hatch without breaking the bank. She's a stock DX. aside from the Ebay headers and hi-flow cat conv. my dad put on it.
There is also a weld on dual tip on it, they're about 2.5-3" a piece. I haven't measured them, but from top to bottom it's almost equivalent to the length of my middle finger.
Someone told me that too big of an exhaust can cause power loss. It made sense, but I don't know whether it's true or not.

If I replaced the tip and the stock pipe from the tip to the cat conv, and maybe slapped on a cold air intake, would it make enough of a difference for it to be worth it?
I live in the mountains, and I could use all the power I can get.
Any help is appreciated. Thank you.

Agree^

but for OP a head swap would be the cheapest alternative to bolt on's,boost or a swap.

The reason I'm going with a small power gain is because I have to buy a new transmission too, and if it wasn't an automatic I would do a mini-me. I actually read up on it for about an hour today.
There is a Pick 'N' Pull about 45 minutes from here though. Everything there has a set price. A transmission is about $78, plus tax and a core charge. They had 2 92's, a 93, and a 94. If they have a B16 5 speed and all the works I might walk out with it. If not I'll pull anything else I need off of it.

I went back to the Pull a Part's website, and here's what it would cost for these parts.
2 hatch shocks
Glove box and latch/lock
Fender inner plastic
5 speed transmission
Brake + Clutch assembly
Transmission mount
Shifter ****
Shifter
Shifter coulumn
Shifter cable
Transmission lines
Total: $404.37 plus tax.
Here is the link to the website, they have yards across the country. Maybe someone else can find it useful as well.
