00 Civic Y8, Trying to Calibrate TPS Sensor with Throttle Body/Intake off the car

So I haven't put the intake manifold, tb, and fuel rail back on the car.
Like the idiot I am I went to turn the key so I can test voltage on the tps connector. You already know what happens, fuel is shooting to the ground, I had it dangling below everything.
So I turn the car off, pull the fuel pump fuse, and try again.
I cannot get any voltage on the red/black wire going to the tps.
Does the tps somehow tie into the fuel pump fuse? I know I've come across certain things getting shut down due to fuse problems with unrelated components on a civic, is this another one?
I had no problems calibrating my tps before a few months ago. There is no damage to the harness and I can't get readings on the old or new tps.
I would've tested this on my sisters working automatic y7, but I don't feel like taking off the intake tube to get to the sensor.
