P28 with B18C1 issue

Hello all, I am going through a bit of a dilemma with running a chipped p28 in my 97 ek hatch that has a 00 gsr swap. The car is currently running normally on a P2T (99-00 si ecu) so it seems the previous owner converted the car from OBD2A to OBD2B.

On to the issue. So I ordered a chipped p28 for my set up which is only I/H/E with stock intake manifold with the secondary's removed. I also ordered the jumper harness as well. When they came in everything plugged in just fine but the fuel pump would not prime along with having a solid CEL. I then had another chip sent to me and got the same above results. At times the fuel pump would prime after about 15 seconds of having the key turned and the car would start but was unable to idel on its own.

Long story short I then sent the ecu back thinking it was bad and got another to find the same results. I then ordered another jumper harness from a different company thinking that possibly the first one had a crossed wire. Well after another ecu and jumper harness I had the same above results. Keep in mind the car runs fine on a stock P2T ecu.

The person I purchased the ecu from said both of the ecu's were tested properly and were in working order when he shipped them out. I don't think he is selling bad ecu's because he is still willing to assist me with sending another but you never know. I just feel this issue might be something else.

Any help would be greatly appreciated.

I'd say the ecu is not functioning properly. I've had to repair a few with similar issue.

1. Yea I really don't know what else would do this.

2. I ordered a obd2b to obd1 from phearable.net and another unknown brand purchased privately.

Do you have both harnesses plugged in? Why not just order the OBD2a to OBD1 harness and call it done. Or do you just have the OBD2b to OBD1 harness plugged in? If you have just the OBD2b harness in your OBD2a chassis, that is your problem. If you have them both plugged in, I bet the issue is in the build for the harnesses.

Considering he said the fuel pump primed a few times, it's probally the ecu.

A solid CEL usually means the chip was burnt bad with the checksum error not removed.
A way to test is to remove the chip, de-jumper J10 if their is a jumper there or cut the small wire lead on the ECU and test it. This should run normally even if its a GSR motor, just don't test drive it.

If the above solution does not work it, take a photo of your P28 internals. Some people like to convert non vtec auto ecus to P28 manual specs. if all else fails you are prob using the wrong jumper harness.

I can't order a Obd2a to obd1 because the car has obd2b plugs being that its currently running a 99-00 s ecu without any conversion harness.

It's not the chip, the pump would still prime even if there was no chip installed.

Is the p2t a 99 or 00? obd2a is 1999 and obd2b is 2000

Incorrect. Obd2a is 96-98 and b is 99-00, for civics at least.
