1992 Civic Struts on a 1990 Civic?
Get the front forks from an EG and you are good to go.
They are shorter than the 1990 ones so I would suggest you use the 92~95 spring as well.
The whole package will give you about a 2.5" drop all around.

the forks are NOT shorter.
same height.
and the EG front shocks are taller than EF, so you will lose shock travel.
its really not an ideal choice, but you CAN get away with it if you use the EG forks.
Never said the forks were shorter.
The diameter of the shock body is larger on the EG so it won't fit into the EF fork.
Your are 100% correct thought!
I totally got it backward - you will lift the car - not lower it.
EGs add EF components for a drop.

So, basically, it's not going to work? If it's going to be an exercise in fabrication, instead of just buying the correct stuff, i'll sell these, nearly new struts and springs for all four corners.
