dash lights flicker

dash lights flicker
'96 hatch dx
When I first start the car and turn headlights on the dash lights dont come on. after a while of driving the dash lights will start to flicker on and off, and a after some more time they will come on and stay on, that is untill I turn the car off and restart it.
checked all fuses even under the hood.
took whole dash apart no loose wires or connections.
dimmer switch works.
I don't know what else to look for
