Sean Church informed me that intake manifold is too big for the build, If i get a race header like a kid racing and a test pipe, and a 1 layer head gasket, would i be able to rev to 9k while making power?

The stock cat is killing you. If you can, get a high-flow cat on there, and a header with a 2.5" collector. If you need to keep stock-looking for CARB, try a JDM ITR header. With a heat shield it looks stock.
I'd get a high flow cat -- I'm not a fan of test pipes.

whats so special about 9000rpm? Thats 1200 more rpm....not happening with a mild build and only subtle upgrades.
do you trust Sean church? He's done enough tuning that i'd listen to him before ANYONE on the internet. Did he give you any recommendations? Did you ask? Did you discuss any goals with him or ask for any other recommendations?
any specific questions or were you just looking for confirmation or someone to say he is wrong? Cuz you arent getting another 1200rpm of power from a little compression and a header with better design specs.

here is the video of the person i bought the motor from... he is making power up to 9k rpm with crower 403, only changes i made are Crower stage 2 cams, and i have a cat and he does not...
that motor seemed to peak at around 7700 rpm or so if im not mistaken notice the arc where the power started to drop it wasnt making power to 9k rpm
Climbing means making more power. His stops making more power before 8000 which means it peaks there. It does appear to carry power better than yours tho

if your referring to the victor X.. I feel the same as sean church. that manifold was not meant for N/A motors like yours. The Performer X manifold IS better suited for your motor.. goodluck
update with some more numbers
got a skunk 2 manifold instead of the Edelbrock
Tri y rep header
3 Inch type R intake
and deleted my cat
and heres the new graph

210 WHP with 150 TQ should be 200 WHP on the dyno jet

I agree with Church re the Victor X IM. That was designed for short duration camshafts and boost applications. The new Skunk IMs have Cosworth style design. If you are patient Blox might make Cosworth style IM.
Velocity stack makes a difference Id also Iisolate your filter/vstack with sheetmetal to isolate heat and get colder air. Id also do a hytech replica header and do header wrap. Skunk2 pro 2's are good cams if you decide to change cams
