could be that you'r throttle cable is sticking. as for it being normal after on/off not sure

either that or clean your throttle body

mine does the same thing. but lazy to fix it. all I do is rev it quickly and let go. and idle is normal again. lol

if it's the TB either the plate is sticking from carbon build up/gunk. or there's not enough slack on the cable it's self and you're noticing the sticking.
