Default PITA LCA BOLTS!

so ive got a 97 civic sedan and im trying to put my coil overs on. well the passenger side strut bolt wouldnt come out but the other two holding the lca on did so i dropped the lca with strut attached and put aftermarket lca on with new coilovers but now the driver side i got the inside lca bolt off but the one that connects to the trailing arm turn 1/4 in and stops and impact wont turn it any more. ive tightend and loosened about 100 times still no luck and its drenched in pb blaster! anyone have any ideas? and what do i do if the head snaps off?

the bolt is turning slight left and rite but like i said only 1/4 turn and if i loosen it with a rachet i can feel it like bounce kinda like im twisting rubber if that makes sense

yes, ive got in unthreaded but the bolt of course wont slide out because the sleeve is stuck any ideas? btw this is the bolt that connects the lca to the trailing arm so closest one to the tire
