If it were me, I would get a obd2b-obd1 jumper harness, and a obd1 vtec ecu or one that can be converted, socket it and have chip with a map burned until it can be street/dyno tuned.

Hondata s300 is the more sought after chip to get, but is a lil more pricey. In the end on a n/a b-series, a regular sst chip with any tuning software like Chrome or Ectune would net the same results as s300.

Should also look at the FAQ's in the engine management/tuning section...https://honda-tech.com/forums/engine-management-tuning-124/

I thought an OBD1 P72 had the circuitry to control the IABs? Make sure it is socketted to be able to accept a chip with a basemap on it. You can get a chip with a basemap burned to it and a chipping kit from Xenocron or Phearable.

Never mind. Forget the P72 (aftermarket intake why?). Any chippable OBD1 ECU will work. Look up the 2 etailers I mentioned.

I wonder why this wasn't mentioned in the first post?

Who's tuning it?

Contradictive much?

Why even bring that up if it has nothing to do with the cars current state?

That his friend can tune both? Again, stop talking to us and talk to your tuner. Are you going to by a Neptune system if he doesn't have experience with it? How about a standalone AEM box? You gonna get one of those and bring it to him if he's never touched one? No.

Ask him what he prefers to tune on and get that! How hard is it?
