Default Bad fuel Pressure regulator ?

Have a fuel pressure gauge installed and was wondering if my FPR is bad. I can pinch the vac line and nothing happens but when i pinch the return line it shoots up to to 55 or so PSI(up from idle 38). There's no fuel in the vac line if i pull it off it's new also car is running rich that's why i ask. 94 B18C1

That's what mine does. Even with an adjustable FPR.

ok must be something else(heard a bad FPR can cause rich running). There's no vissable leaks but there is an extremly strong smell of gas upon start up/idling. i took out my evap system but i don't think it would cause that strong a smell.
