Torque converter stall speed

Default Torque converter stall speed

I have a 93 accord SE. What is the factory specification for the torque converter stall speed? Also, the torque converter clutch is staying locked up in drive and reverse causing shuddering, vibration, shaking in the steering wheel. Have tested for tcc solenoid being stuck on, operation is normal. Suspect clutch piston getting fluid pressure from an internal leak in the converter. Any one have any knowledge about the internal workings of this converter or trans to cause this? Seen this problem before?
