B18c1 high HC and CO at low idle. Passes at 2500 rpm.

intake mani/headers
itr cams. no timing adjustment
chrome chipped p28 running stock GSR basemap
I was failing at 2500 rpm until I changed O2 sensor.
I know I can add some ISO to the gas tank and pass but I would like to get to the bottom of this.
I am only failing at low idle... any help is appreciated.
Cruise 2500 rpm:
HC limit:400
HC emissions:74 PASS
CO limit:3.00%
CO emissions: 0.53% PASS
CO+CO2=14.27 NOSPEC

HC limit:400
HC emissions:516 FAIL
CO limit:3.00%
CO emissions: 2.23 PASS but high
CO+CO2=14.86
