Default Fuse No.1 and cluster problem

My No.1 fuse (turn signal) keeps blowing, and my gauge cluster doesn't work. What could be the problem?

Either a short in the cluster or wiring my bet is the cluster try pulling it out and unplug the cluster and see if it pops the fuse without the cluster plugged in

So I unplugged the cluster and the fuse still blew. I then unplugged the cluster harness completely and the fuse blew again! What else could be the problem? All my other fuses are fine.

Does it pop as soon as you put the fuse in?

No, it pops when I turn ignition key to II, just before engine start up. I think this is called IG1.

I've narrowed it down to the main wire harness and the ignition switch.
Right now I'm testing continuity on the ignition switch per service manual instructions and I'm suppose to get continuity on WHT/RED + WHT/BLK + BLU/WHT, but instead I get 100 ~ 700 ohms. Could this possibly be causing my short?

WHT/RED = ACC
WHT/BLK = BAT-B
BLU/WHT = IG2-B

I found the short. Wires leading to my front lights got exposed and touching the fender. All fixed now. thanks for the help.
