Cooling fan stays on when key is "ON"
So my cooling fan is staying on while the key is "On", this happened after I messing with some ground wires, and main relay wire.
This problem occurs even after the ECU has been unplugged, am I looking at a Main Relay problem?
By the way its just a project and yet to complete it or get it started but just this problem is bugging me, making me wanna get a complete new harness

No. You're probably looking at a wiring problem. Specifically whatever it was that you "messed with". And since you never described what you "messed with" or how you "messed with" it or even why you "messed with" it we're going to need to be Patrick Jane to figure it out.
Okay the "MAIN RELAY" ECU that goes from ECU TO Main relay, I spliced it with a ground wire on accident, because I read the ECU Jumper harness wrong! I tested all my fuses they're all working, so im guessing it might be a fried ground wire somewhere huh?
Don't understand this at all.
THAT'S the problem.
Better get to tracking down the short then huh? Maybe double check your work huh?
You're answering all of your own questions.
This is the problem with "custom" wiring. No one knows what you did. How is anyone supposed to figure out how to undo it?
And WHAT EXACTLY were you trying to accomplish by this rewiring? Post up some pics.

I Picked up the car with a whole lot of custom wiring thats making it impossible to get it started after my OBD1 Conversion, but that little short somewhere was caused by "ME"!
On the ECU JUMPER HARNESS there's several extra wires that I kinda hooked up wrong and just grounded a bunch of them (Stupid I know), and I Spliced the "TO MAIN RELAY AND O2" directly to the Engine harness "MAIN RELAY" wire, not knowing that the plug is already spliced and the wire I hooked up actually goes to ground for the 02 Sensor.
How do I begin looking for the short o.0 I'm not very mechanically inclined, even less electrically! I have my dads tools like voltage meter, but WHere do I start haha?
When I got the car, it was running, turned on and everything! It just had an OBD0 dizzy that did not bolt on, so I went about buying an OBD1 Dizzy, OBD1 ECU, ECU JUmper harness, and I Couldn't get no spark, so I figured all those extra wires that came with the jumper harness had to go connected somewhere o.0! Most of them are ground wires where would I hook up these ground wires?

You could also try removing the snap connector that you used, those things are the worst connectors. They can cut through wires easily too.
From the sound of it the cause is likely the work you just did, so go back over all of it, check it or undo it until the problem goes away.
If you want to do some research on electrical stuff you could start here (videos 1, 19, and 22) http://www.youtube.com/playlist?list=PLC3D53EBD790DDA9C

See the thing is this stupid cabin harness is all Effed up from the previous person who did the JDM D15b swap, he had a JDM Pr3 ECU with everything OBD0.
I'm going OBD1, so I think the p28 should work just fine with my d15b, but yeah I think ima just get another cabin harness
As far as the short, That radiator fan stays on even with the relay off, ECU out, so It has to be a short somewhere huh? It has to be a ground wire but Im not very skilled with this damm Multi-meter

So theres 4 wires coming from the thermostat housing, brown/black red/black 2 blacks, they all go back to the ecu should I just repin another wire and run them back to the ecu?
