Default High Cold start idle.. Bad?

So I have a 1991 civic si with a twin cam zc 1.6 .. It a crower cam, bored over (dont have exact specs), chipped ecu. So when I start the car (it is winter average is around 10-20 degrees) the car will rev around 3-3200 rpm till it is warm (usually 3-4 mins). Is this normal? I just feel that is really hard on everything.. I been meaning to check for a vacuum leak but I don't think there really is just because once its warms it idles normal (1g). Just looking for opinions. Thanks guys!

Yeah thats too high, something is not right.

You should also look into cleaning and adjusting the FITV, look here (pics are on the last page) https://honda-tech.com/forums/honda-crx-ef-civic-1988-1991-3/how-fix-fitv-its-easy-1-2-3-a-699787/
