That won't cause it not to run. That is the oil control jet. It should at least run even with it in place, although if u think you forgot to pull it out you really need to pull the head back off and double check.

if you mean to plug between the block and the head it will run fine with no problems but vtec will not work. the 99 head is it a y7 or y8? and it would be a good idea to purchase and install obd1 dizzy and ecu.
auto or 5speed?
I ask because that's an auto ecu. but should still run,
NOW. big question, you say its a obd0 dissy meaning it will not bolt up correctly and will need to be modified or else it will be extremely far off on the ignition timing.
pay no attention to the red circles its a recycled image.
can you post a image of your dizzy bolted to the head?

you can grind the lobes to make it fit, turn it till itll start with no bolts and youll see where it needs to be. (notice the notch in the right dizzy on the pic)
would be best to get the car running obd1 with a obd1 dizzy and ecu. but you can run the old if you notch it
is the car dpfi? or already been converted to mpfi? (d15b2) or actually d15b?

I'm building a mini me right now in my 90 EF (d15b1) and am wondering, do I need a new wiring harness to run the P28 manual ECU or can I just wire in the Vtec?
many many write ups for this, buy the obd1 conversion harness and it will come with pigtails to run to all of the plugs and sensor's the obd0 does not have.
