Cold Running Engine??

Default Cold Running Engine??

1990 CRX DX. New engine, water pump, radiator, 02 sensor, Honda 190 thermostat, ect. The temp gauge wasnt working. Replaced it, still does not work. So i installed an aftermarket gauge. When the car sits and runs the temp gets up to 190-195 on a normal day. Fan kicks in about 195+. When i drive the car the temp gauge drops to about 165-170. Does this sound right? I need to get the car smog checked and i know the engine should be running at a "normal" temp. Thanks.
