First off, I'm new here and don't know much about cars but willing to learn. Now the problem I've encountered is that the car keeps scraping underneath because it's too low. I've tried angling but had no luck. Any opinions on what I should do? The car is my DD and the roads around here aren't the best.
any recommendations to the shocks/springs? Is it worth buying some cheaper shocks/springs or should I save for koni yellows/gc springs? The car is just a DD and once in awhile a little pleasure driving.

Koni/GC is a no-brainer if it fits your budget, but other good options are available. Progress is probably the best choice for someone on a tighter budget, as long as you are OK with a 1-1.5" drop (and no more or no less). You can get lowering springs (e.g. Eibach ProKit) on OEM-replacement shocks (e.g. Tokico blues, KYB AGX, Koni red), but the price approaches Progress and you don't get height-adjustability.

Ya you definitely lose some ride quality with higher rates. You also need pretty high rates for even mild drops. If comfort is what you are after ProKits are good, but they do drop just a little too much. I'll be selling a set soon (on OEM shocks). Pm me if you are interested.

You can get close to stock height on Koni/GC as long as you chose the correct length springs. The Koni shock body is OEM sized, so it can "handle" the stock height. Progress, on the other hand is shorter, so stock height is literally impossible. In my experience a 1-1.5" drop is fine on basically all roads and speedbumps, and 95% of driveways (and this is in Montana and Reno where the world seems built for trucks). Any lower and you start scraping, and scraping is lame.
Ride quality is harder to get around. Better performance will come at the cost of ride quality. If it's a major concern, I recommend starting with an ITR sway bar. Even on a stock suspension it is HANDS DOWN the most effective performance upgrade on Integras (excluding summer tires), and it has a negligible effect on ride quality. ITR sway plus ProKit is stiffer than stock but still in the normal OEM range of ride comfort for performance-oriented cars. Progress 250 rate rear springs are getting to the limit of what people would notice and/or comment on. Beyond that and you're really talking about a stiff-riding car.

Spring lengths are confusing unless you've got everything right in front of you. It has to do with having enough wiggle-room for raising and lowering your car that the spring won't come off its perch. I believe OTS springs for Koni/GC are 380/250 8" springs and those will be fine for a 0-2" drop.
I'm on skunk 2 2.5/2.25" springs with tokico hp. My biggest concern has always been drivability, and the combo works well on the street. Pretty smooth over road imperfections. Handles just fine through the curves.
