Icon2 Strange grinding/static noise from drivers side @ 3000 rpm

Hello,
I have a 98 Accord, and have been hearing this really weird static (like hard static, if that makes any sense)/plastic dragging against ground noise when I get to 3000 rpm, and it continues intermittently as I come back down.
I think it's only been happening the past couple weeks, but I can't say for sure. At first I thought it was a very loud wind noise, and I haven't really paid much attention to it until this past week.

Anybody have any experience with this problem? I'd appreciate any advice, I love this car!!

At 3k? Not at a certain speed?

Might be your brake pad wear indicator rubbing. Make sure pads are secure in the shims.

Could be a certain speed, I was just guessing it was about 3000 rpm. I guess it started between 70-75.

And thanks for the suggestion on the brake pads, I'll have someone take a look! Would that cause that noise, though, when I'm not breaking, but just decelerating?

It's probably the brake mud guard. That metal piece that goes around the outside of the brake assembly. You might need to pull/bend it away from the rotor. It could be rubbing on the rotor when your car is flexing forward when you are decelerating.
