MM&Y of car is also makes things easier.

When was the last time the fuel filter was changed, [how many miles/months]?

Have you checked fuel pressure? 94

Fuel pressure gauge. Search.

Could be a lot of problems that cause poor performance. Fuel, ignition, airflow.
Gotta check timing too.

We need more info or we won't be able to do much to help.

Every shop charges different so check with a couple and see what they say....there many things that can b causing that timing, bad o2 sensor, somesort of vacuum leak, pcv valve, there are more things that can cause it someone just needs to take a look at it. Unless you can complete describe your build from start to finish then describe when those it feel sluggish? What are conditions when this occurs?(uphill, downhill, acceleration, deceleration, etc.) How do you know it feels sluggish? If you can answer all these questions then maybe we could be able to help but your better off taking to your local mechanic to take a look at it.

Just get a mechanic to look at it. There are a lot of things to check and if you are considering paying someone just to check timing you might as well have them diagnose your problem.
